The COVID-19 pandemic has caused unprecedented disruptions to the world as we once knew it. How has the pandemic affected the arts and culture sectors in Singapore and France and how has the community responded? The Singapore-France Malraux Seminar 2021 explores opportunities on how we can better engage our creative and cultural communities on cultural policymaking as well as discuss new ways to ideate and innovate. With the pandemic changing the way arts and culture are produced, consumed, and presented, we now look at reviving, resetting, and sustaining the sector post-pandemic.

The seminar was officially opened by Mr Edwin Tong, Minister for Culture, Community and Youth (MCCY) and Madame Roselyne Bachelot-Narquin, Minister for Culture (France). 

Ms Chang Hwee Nee, CEO for National Heritage Board and Mr Alexander Neef, Director for Opéra national de Paris, delivered the keynote addresses for Singapore and France respectively. 

The seminar subsequently split into 3 breakout sessions for discussions between the arts and culture sector leaders of Singapore and France. Finally, the seminar closed with Mrs Rosa Daniel, Deputy Secretary (Culture) for MCCY and His Excellency Marc Abensour, Ambassador of France to Singapore presenting the closing remarks for both countries.
